Topic: Federal Government Succession Planning

Facilitator: Bob Clark

Bob Clarke has been a member of the Industry Advisory Council’s Human Capital Shared Interest Group since 2008.  Bob has been working with employee development since 2006 first with the Plateau Systems’ talent management software, then with Harvard Business Publishing’s management and leadership development content, and since 2011 as the Director of Federal Enterprise Services for ASPE, Inc., a national professional skills training firm.  Prior to these companies Bob spent 20 years with enterprise software companies such as IBM, Legent, Candle and BMC Software, focusing on Federal agencies and contractors since 1990. Bob’s academic background includes a BA from the University of Virginia and an MBA from Columbia University.  Bob lives with his wife in Falls Church City, VA.

 
Program Description:
Succession planning is one of the most information areas of human capital management. A well designed succession planning program forms the foundation for successful leadership development. Many of us in this SIG have responsibities in both areas. In this program we will receive valuable information from the leader of the Human Capital Shared Interest Group of the Industry Advisory Council’s examination of the state of succession planning across the Federal Government. They reviewed specific agency experience, and reported on the current situation as we found it. Through a series of interviews and panel discussions with government leaders with exemplary succession planning programs, along with surveys of both human capital and IT operations staffs, they were able to get a true sense of what is happening in Federal succession planning today, and make recommendations on specific processes that can be undertaken to improve the efficacy of those programs.
