Topic: Evaluating Project/Performance Progress and Success of your OD/Training initiative

Mel Schnapper, Ph.D., is an independent consultant and the founder and past Chair of the Metrics Specific Interest Group (SIG) of the Project Management Institute (PMI) and a leading expert in the development of metrics for measuring, managing and improving performance. His approach to metrics comes from his training in Organization Behavior (metrics are social products), Linguistics (metrics must have a common meaning amongst those who work together) and corporate project management when he was Quality Manager for Oracle Corporation’s, Global Project Management Service Line. His current consulting activity is in the areas of: performance management systems, career development, succession planning, leadership skills, and teamwork skills and, of course, measuring the effectiveness of all of these interventions. In addition to his US-based corporate roles as Director of OD/Training for the Quaker Oats Company, Chicago Board Options Exchange, G.D. Searle Pharmaceuticals in Chicago, his international consulting activity has been in 26 countries bringing his metrics approach to democratization, government reform and institutional capacity building.
As we move into a new fiscal year, now is a great time to establish your evaluation strategy instead of waiting until the end of the reporting period and putting together an ex post facto evaluation that really does not provide the supportive information you and your senior decision makers really need. The field of organization development (OD) is often faulted for not producing measurable results, especially in the public sector, mostly because OD consultants don’t insist that the client clarify what results they are expecting which should be a part of the “contracting phase”. Mel Schnapper, Ph.D. will present a methodology for measuring any qualitative and/or quantitative dimension of ANY performance for ANY function at ANY level in the government sector.
This session will focus on creating standards of performance using precise and rigorous qualitative and quantitative metrics. Mel will have participants apply his “3Ms: Measure, Manage and Magnify” methodology to participants’ current and/or anticipated projects to show, in measurable terms what the Federal agency is paying for and how the value of the services can be increased without increasing cost.
So that the session will be as helpful as possible, have a current or anticipated project document with you, so we can work on the ambiguity for greater clarity.
Purpose: To create metrics (qualitative and quantitative) that describes the results of a project in a specific environment to achieve specific results.
Objectives: As a result of this presentation, participants will be able to:
1. Described the 3Ms –Measure, Manage, Magnify methodology of performance metrics
2. Identify their own OD consulting Key Value Areas (KVA)
3. Measure the proportionate value of these areas
4. Describe the specific results these KVAs should produce
